The City Manager is appointed by the City Commission and serves at the City’s chief administrative officer. The City Manager is responsible for the day-to-day activities of all departments in providing planning and effective delivery of all municipal services and programs; making recommendations to the City Commission to adopt policies through ordinance and/or resolution; maintaining a well-trained and motivated workforce; and developing and then implementing a fiscally responsive annual budget.

Mr. Drumm was raised in west central Florida having attended public schools in Manatee and Polk Counties. He earned his Bachelor of Arts degree with a major of Political Science/Public Administration from the University of Florida in 1985, and then went on to earn his Master of Public Administration from the University of South Florida in 1988. After a short tenure in human resources and management support roles working in State and County government, he began a long career in city management in 1989. Mr. Drumm has served as the Assistant City Manager of Auburndale, Florida, and later served as the City Manager of the Florida cities of Lake Alfred, High Springs, and Zephyrhills. From 2002 to 2004, Mr. Drumm stepped out of city management to open his own business and served as a municipal planning consultant to small communities in central Florida. In August of 2015, Jim Drumm was appointed City Manager of Brunswick, Georgia by the Brunswick City Commission. Jim is married and has one son, who currently attends elementary school in Brunswick.

Consuella is a public administration professional with over 20 years of experience in working with businesses and citizens to revitalize communities. Working for both government and academic agencies across the country, she has been involved in the successful development of public safety, convention facilities, and developing plans for mixed-use development and urban green space.

Most recently, Consuella served as the Small and Minority Business Enterprise Coordinator for the City of Annapolis where she focused on providing free technical assistance to entrepreneurs trying to establish or expand their business and job-creation. Before that, she was the Deputy Chief of Staff for the City of Richmond, Virginia where she was responsible for the oversight of City Council’s Legislative and Budget Analysts.

Prior to becoming the Assistant Town Manager and Director of Economic Development in Vinton, Virginia in 2004, Consuella worked for Montgomery County, Virginia as a Management Analyst, at the University of Maryland’s Institute for Governmental Services, Delaware House of Representatives, and City of Wilmington Community Development and Housing Department. Consuella holds a Master’s degree in Public Administration from the University of Delaware and a Bachelor’s degree in Urban Studies from Virginia Commonwealth University. She is also a graduate of the International City/County Manager’s Association Senior Executive Institute at the University of Virginia.
